“Enhanced collaboration among government bodies, fi-
nancial institutions, and humanitarian organizations is es-
sential to ensure the seamless and transparent implementa-
tion of anticipatory actions at all administrative levels. Har-
monizing triggers, thresholds, and early action plans across
different agencies would also enhance coherence and amplify
the overall effectiveness of interventions. Additionally, stan-
dardizing cash transfer values through the National Coor-
dination Forum on Anticipatory Action (NCF-AA) and the
Cash Inter-Agency Working Group would ensure equitable,
consistent, and swift multi-agency responses across all risk areas.”

“However, there is a need to further strengthen and systematize this process through a
standardized monitoring, evaluation, and learning frame-
work applicable across anticipatory action activations. Such
a framework could establish common indicators for trigger
performance, forecast lead time, timeliness of early action,
people reached, delivery of cash and other assistance, evac-
uation support, livelihood and asset protection, beneficiary
feedback, implementation challenges, and coordination per-formance.

Post-activation reviews could also systematically
assess whether triggers were reached as forecast, whether
actions were implemented within the available lead time,
and which operational or institutional constraints affected
implementation. Where feasible, comparable measures of
outcomes and cost-effectiveness could be incorporated to fa-
cilitate cross-organizational learning and strengthen the evidence base”
