Remarks:

This GreenBook is a basic first documentation of ideas how to start Requirements Engineering in parts of the very complex landscape of RISK Information Management.

The 30 recommendations need further comparisons to many other fundamental and transparent Information Infrastructures that are successfully based on national/European laws as well as publicly negotiated documentations, specifications, implementations, maintenance, completion and achievement of objectives control (according to existing best national and European practice).
(the term “Information Infrastructure in this document is used only in terms of “Geoinformation”, while the plethora of data to be considered in RISK information management currently lacks all that semantic and procedural interoperability needed for holistic approaches of any kind and level.)
 

Thus, this document can be considered a good reason for starting open, participative discussions in all the RISK partners (not limited to Politics, Administration and Management of BOS (Authorities and organizations with security tasks).

And probably there will be important contributions to the improvement of the concept from the experiences in Austria, Switzerland, other members of the European Union as well as from global partners (US, Australia etc. etc.)
